WebMay 25, 2016 · You have to walk through all the floors of the hotel and fight ghouls you will eventually come across 2 elevators that work, 1 to the surface, 1 to the vault Yeah that's what I did, went down that elevator that leads to the vault. The problem was with the vault button not opening correctly and I couldn't push it.
